Cut the meat into coarse pieces, heat the oil and braise it until the liquid evaporates.
Add the braised meat and pour in the hot water, salt and add the allspice and black pepper, along with the bay leaves.
Boil on low heat until the meat softens a bit, add the remaining onions (chopped into crescents). Once the onions soften, add the savory and chili pepper.
Shortly before you take the dish off the stove, add the flour, which you've diluted in the water, stir and after it thickens a bit and boils, take the dish off the stove.
