Leave to boil about 5 min., then remove from the heat and let it sit until cooled and thickened. Put 1 tbsp of the filling on each sauerkraut leaf.
Roll them up and arrange in a tray, pour on the hot oil in which you've braised 1 tbsp flour and 2 tsp sweet paprika.
Pour water into the tray, enough to slightly cover the rolls. Bake at 356°F (180 °C) about 1 hour 30 min. Add a little more water during baking.
