Dissolve yeast in warm water with sugar and a little flour. The resulting mix is left to rise. Then add the salt, oil and remaining flour to it and knead soft dough. Divide it into 16 pieces and in every one of them, wrap a piece of cheese for the filling.
Pellets are formed and arranged at a distance from one another in a greased tray. With your hand pressure every ball, flatten so that it no longer has distance between the others. Make a small indentation on each ball and put a bit of oil. Cover the pan with a towel and let them rise until doubled in size.
For the topping, take cheese and mix it with the flour fried in oil. Finally flavor the mixture with salt and cool. Pour it on and put the risen cakes to bake in a preheated oven at 356°F (180 °C).
They should acquire a nice golden tan.
