Knead the mince with the products for the meatballs and leave to sit for 30 min. Form meatballs from it and roll them 1 by 1 in flour. In a blender, blend the onions, pepper, carrots, garlic and add them to the heated oil.
Saute them until the vegetables soften. Sprinkle with paprika and add 4 1/5 cups (1 L) hot water. Salt to taste and add the spices, excluding the parsley and sugar.
Add the meatballs 1 by 1 to the boiling sauce. After 20 min. of boiling add the peeled and blended tomatoes. Boil the dish another 20 min. Toward the end of cooking, the sauce needs to cover the meatballs. If needed pour in more hot water.
Shortly before taking the dish off the stove, add the sugar and finely chopped parsley.
