Cut the meat into small pieces. Fry them in preheated oil until their released fluid evaporates. Add the chopped leeks and chopped celery. Stir and add the chopped dried or fresh peppers. Stir again and season it.
Add the tomato paste and pour the wine in. Close with a lid and let it stew on low heat. Boil until the meat is completely soft, and remains mostly in oil.
