Boil the macaroni in salted water, after which, drain it. Fry the finely chopped onions in preheated oil. Combine the minced meat with 2/3 cup (150 ml) of water and add it to the softened onions.
Fry 5-6 minutes, stirring vigorously the entire time. Sprinkle it with spices and add the juice of the canned tomatoes. Dissolve the beef broth in 2/5 cup (100 ml) of warm water, add it to the mince. Sprinkle it with finely chopped parsley. Combine the macaroni with the mince, mix it well.
Cover the baking tray with half of the crushed canned tomatoes. Add the macaroni and cover with the remaining tomatoes. Bake at 356°F (180 °C) for 25-30 minutes.
Prepare the topping. To do this, fry the butter, sprinkle it with flour. Once the flour fries, pour in the milk. Mix until you get a homogeneous mixture. Remove from the heat and add the 2 eggs successively. Stir vigorously and sprinkle it with salt.
Pour the topping evenly over the baked moussaka, then sprinkle it with the grated cheese. Bake for 15-20 minutes at 356°F (180 °C). Once baked, wait about 10 minutes, slice and serve it. Enjoy your meal!
