Chop the onion finely and put it to saute in preheated oil. Once softened, add 2 cloves of chopped garlic and the carrot, chopped into thin discs. After, throw in the cleaned and finely chopped tomatoes, along with the canned tomatoes.
Allow to saute on a medium stove for about 15-20 minutes and top up with hot water (a few cups). Allow to simmer for 5 minutes and add the washed rice. After a little bit, add the flour, diluted in some water.
Leave the soup with rice and tomatoes to boil until the rice becomes tender. When serving, sprinkle some fresh chopped parsley.
