Braise the chopped meat in the oil until very browned. Take it out into a plate and braise the finely chopped onion and grated carrot in the same oil. Return the meat, add a teaspoon of salt and the paprika.
Braise a little more, add the potatoes (cut into medium pieces), garlic cloves (whole), peppers, black pepper and savory (1 tsp).
Pour in enough water to cover the potatoes. Boil until the potatoes are nearly done, add the tomato (15 min. if fresh, 5 min. if canned).
At the end, put the chopped parsley and leave for 5 min. without the lid (so it doesn't change color).
