Put the finely pre-cut onions, carrots, peppers and potatoes in a medium sized pot. Add more than 4 1/5 cups (1 liter) of water and leave them to boil until tender. Then in a deep bowl, place the packet of mince and add the mixed spices, savory, paprika, dill and parsley. Mix them.
In a separate bowl, put flour, roll the meatballs in it and put them into the pot. Add the spices, savory, 1 tablespoon salt, parsley, dill. If the water in which you boiled the vegetables has nearly all evaporated, you can pour in more.
Finally, after everything is ready, make a thickening agent out of 3-4 tablespoons of yoghurt and the yolk of an egg. Beat, take a little soup from the pot, mix it in and then add it to the rest of the soup.
Leave it on the stove for about five minutes and turn it off.
