Cut the meat into pieces. Fry it in preheated oil and let it saute under a lid. Slice the onions and peppers and add them to the meat. Flavor with spices to taste.
Add the tomatoes or tomato paste. Dice the potatoes and add them to the meat along with warm water and leave them to boil. Add the flour to thicken the mix.
When the potatoes are cooked, you can take the dish off the heat.
