Put the mince in a bowl. Add the spices and finely chopped onion. Chop the cabbage finely, grate the carrot. Saute them in a little oil until softened.
Leave them to cool and add them to the mince. Knead well and form small, flat meatballs.
Roll them in flour and fry in a little oil. In the same pan, fry the onion, garlic and diced tomatoes.
Put in the oven at 392°F (200 °C) for 20 min.
