Pour the oil and water in a pot. Let them come to a boil and remove from the stove.
Add the baking powder and salt, stir and pour the flour in all at once. Stir vigorously until the dough begins to come off the walls.
Arrange them in an oven dish laid out with baking paper.
Bake at 356°F (180 °C) for about 25 min. or until reddened. Remove from the oven and immediately roll them in powdered sugar.
