Dice the onion and carrot. Braise them in a little oil. Add the mince and once it changes color, add the rice and tomato juice.
Stir well and add the spices. Pour the mixture into a buttered oven dish. Arrange the mushrooms on top and cover with the roasted peppers.
Pour in about 3 cups water and cover with foil. Bake at 392°F (200 °C) about 20 min. Remove the foil and finish baking another 5 min.
