Debone the meat, cut it into pieces and saute in the oil and a little water along with the finely chopped onions. Once the onions soften, add the tomato paste, flour and paprika. Pour broth or hot water over the dish, salt it and leave it to boil on moderate heat.
Once the meat softens, add the black pepper, allspice and wine. Toward the end, the dish needs to be left to cook in just oil. Serve the kebab sprinkled with finely chopped parsley.
