Cut the meat into bites and braise them in heated oil, while periodically pouring in a bit of hot water, until softened.
Add the finely chopped onions, sliced into strips carrots and diced potatoes in succession - be sure to braise 3-4 min. after each ingredient you add in. Add the flour, braise briefly, then add the paprika and finally the peas.
Stir the dish and pour in enough hot water to cover the ingredients. Add the all purpose spice, black pepper, salt to taste and stir.
Wash the garlic head very well, then make cuts in the cloves and put them in the dish, along with the dried chili pepper.
Put the dish in a preheated 356°F (180 °C) oven and bake until the potatoes are ready.
Sprinkle the dish with finely chopped parsley.
