In a pan, saute the finely chopped onions and garlic in the oil, add the mince and once it breaks apart into bits, add the rice.
Once it's braised as well, add the paprika and tomato sauce, spices, black pepper. Pour in 1/2 cup water and leave it to boil until the rice absorbs it.
Fill the cleaned peppers with the prepared mixture, lightly flour the openings, pour on a little oil and then the tomato sauce and a little water. Bake in a high oven until ready.
