Chop the onions finely and braise lightly in the oil, add the finely chopped pepper.
Once the vegetables are sauteed, add the potatoes and water. After the water reaches boiling point, boil another 10 min.
Add the flour, tomato paste, paprika, black pepper and salt.
Boil everything another 10 min. on low heat.
Upon serving, sprinkle with finely chopped parsley if desired.
