Cut the meat into small cubes and put them to fry with the onions. Add 1 cup wine and leave to simmer, then add the tomato paste or juice, black pepper and bay leaf.
Leave to simmer on low heat until the sauce thickens and meat boils fully.
Prepare the rice as follows: Melt the butter in a pan, pour in the finely chopped onions and a little water, stir until the onions nearly melt away, then add the rice and 3 cups water.
Leave to simmer on low heat while stirring occasionally, season with a little salt.
Pour meat and a little sauce into plates, add the rice using an ice cream spoon. Decorate with green onions and garlic if desired.
