Pour oil in a pot and braise the meat on all sides in it. Add the chopped sauerkraut and chili pepper, pour in water and boil 1 hour 30 min. Make sure there isn't too much water.
Make the roux: heat oil (not too much) in a bowl, remove from the stove, add the paprika, stir and add to the sauerkraut.
Stir the dish. Sprinkle the rice on top and boil on low heat. Do not stir until the rice is fully boiled.
