Sift the flour in a bowl, add 1 pinch salt, the baking powder and orange zest, stir.
Separately, combine the oil, orange juice, Fanta, sugar and premixed together cognac and baking soda, stir.
Gradually pour in the liquid mixture to the dry ingredients while stirring nonstop, then knead a soft dough.
Form walnut-sized balls from the dough, place a Turkish Delight in the middle of each and form into a ball again.
Arrange them in a tray with baking paper, bake in a preheated 356°F (180 °C) oven until slightly reddened on top.
While still hot, roll the Turkish Delight cookies generously in powdered sugar.
