Combine the wine and baking soda. To them add the water and oil. Sift the flour and gradually add it to the liquid ingredients.
Stir well until it begins to come off the walls of the container. Then put it on the counter and finish kneading. Wrap the dough in foil and leave it for 15 min. to relax.
Form balls from it, place a piece of Turkish delight in the middle of each.
Arrange the treats in a tray laid out with baking paper. Bake at 356°F (180 °C) oven about 15-20min.
After taking them out of the oven, sprinkle with powdered sugar. You can store the treats in a closed container for about 1 week.
