Peel the potatoes and boil them in salted water. Drain and leave to cool completely, then cut into round slices.
Arrange part of the potato slices in a round, medium-sized tray, along the bottom and walls.
Shape medium-sized meatballs from the mince, arrange them on top of the potatoes, put potato slices in between them as well.
Separately, mix the cream and milk in a pitcher. Pour this over the meatballs. Bake in a preheated 392°F (200 °C) oven for 1 hour, then sprinkle with cheese and finish baking until the cheese gains a nice crisp.
