Dice the meat, onions, carrot and peppers.
Put oil in a pot, braise the meat, then add the onions and carrot. Saute them together, then pour in the wine, bay leaf and paprika. Once the wine evaporates, pour in water.
When the meat is nearly fully boiled add the washed rice with the spices and leave to simmer on low heat.
A little later, pour in the tomatoes and chopped peppers, boil until the rice is fully cooked.
