Braise the onions in the oil. Add the mince and braise it until it turns to bits.
Add the washed rice, grated tomato, savory and salt to taste. Pour in 2/3 cup (150 ml) water and leave for 10 min. to saute.
Parboil the peppers with hot water for 5 min. Drain out the water and fill them with the prepared mixture.
Arrange them in the tray, sprinkle a little oil and salt and pour in hot water. Cover with foil and bake at 392°F (200 °C) for 40 min.
